On April 20, 2012, three highly qualified speakers addressed that question in a well-attended program of the annual meeting of the International Law Section of the American Bar Association. The program was organized by Lawyers Committee on Nuclear Policy (LCNP) and Global Security Institute and sponsored by the section’s National Security Committee.
