On November, 2, 2013, Ambassador Thomas Graham, Jr., delivered remarks at the American Physical Society Forum on Physics and Society, centered on the Nuclear Non-Proliferation Treaty and its relationship to the Comprehensive Nuclear-Test-Ban Treaty.
In it, he reiterated his call, first delivered at the GSI-hosted special luncheon at the United Nations on October 28, for the UN Security Council to pass a resolution declaring “any nuclear weapon test anywhere, anytime (as) a threat to international peace and security, thereby, in a sense, making a nuclear weapon test an international crime.”
