His speech was given in commemoration of the Atomic Bomb attack on the city of Hiroshima, 76 years ago.
Ambassador Graham discusses the role of nuclear weapons and makes the case for the importance of the United States to declare formally, NO FIRST USE of nuclear weapons….. that it will never be the first to use nuclear weapons in a conflict or in any other way. Although we may not be able to eliminate every nuclear weapon from the planet we can minimize the threat of accidents, miscalculations, or aggressive acts by some state.
